Very neat tool for oxy/acet. It sure would have been handy for you to give a rundown on how to make it. It seems to be a large, threaded bolt shaft welded to a "T", with 2 matching nuts. One nut with a flat, oval panel welded atop it, with holes drilled in each wing for the wire ends. The bottom looks to be (2nd bolt) a piece of steel welded to the bottom of the nut, tapered down and hollowed for the threaded bolt to push into and against as torqued. A cross section is indented at the bottom (point) for the wire. Im also assuming the insert piece is something akin to a hose barb.

Tool resembles many aircraft safety wire twister tools aircraft mechanics make for themselves. Safety wire is about 15 bucks a roll and every mechanic should have a roll or three around the shop. You don't have to have safety wire pliers but they are well worth it. (You can also use them to twist MIG wire together for torch welding or TIG.)

This footage was projected at a Los Angeles club as part of a montage of many "artsy" projects. Probably in 2001 or 2002.
